Not sure you need a central government to protect 'intellectual rights;' that is a logical disconnect I can not make. I don't know. I was referring to intellectual property rights on the "borderless information". There's already a global organization for that. I believe it's called the WTO. Some countries don't belong to it, however. Would you say that the WTO is not a form of government?

More realistically, people would choose to collect royalties through usage (say half a penny every time you read an on-line article from the Washington Post) before they would contribute to a central body like the WTO to enforce copyright protection.
