I prefer to think the Yugoslav army was there to protect Tito, and suppress the dissenting constituent peoples, which is what their artillery did at Sarajevo, and Dubrovnic. True they gave the Serb militia some light weapons, so they could be a nuisance to any invader, but they kept the heavy weapons and the power of the police state for internal suppression.
