If the Israelis really wanted to kill Arafat, he'd already be dead. Those tanks wouldn't be aiming those big guns at the compound, they'd have already fired them, rather than a few assault rifles, sniper rifles, and reportedly some heavy machine guns, at the folks shooting at them. This is either counting coup, or they intend to arrest the bastard. I hope the latter, but that could possibly be worse in the medium term than just killing him.
