I see it now,,,, sign something unconstitutional in order to prevent someone else from theoretically siging it later. Sounds like a sound strategy to me.
Perhaps Bush should ask Congress to send him bills in opposition to each of the Bill of Rights. If we're strengthening the Constitution, let's not do it piecemeal. < /sarcasm >
