THAT'S EXACTLY MY POINT! Bush is going to wait until the court rules while he sits on the bill. I think he is playing it very smart here. On one hand he tells the RATS in lalaland that he is going to sign the bill, while all along he is hinting to his conservative base that SOME parts are unconstitutional! In other words I have it all under control(VETO)! Brilliant strategy! THINK ABOUT!! :)

Sorry Rose, I hate to disappoint you but the President can't sit on the bill. If he doesn't sign or veto within 10 days, it becomes law.

More than likely, a challenge will be filed and they will try to expedite it. Mitch McConnell is carrying the water on this for now. Anyway, the effective date of the bill isn't until November 6, 2002 so the court may not even hear it by then. That means a decision by May of 2003.

Perhaps if the administration joins in it may happen sooner. I don't know all the legal ramifications but I do know that W cannot just sit on the bill.
