President Bush yesterday called on the Senate to pass a bill that would grant amnesty to hundreds of thousands of illegal aliens in time for his trip to Mexico tomorrow.
The Senate's top Democrat, however, said he was not planning for a vote on the border-security measure until next month.

Yes, it applies to the Illegals for whom Section 245(i) applies.
Try this... Here's a Google search on Section 245(i). You'll find sites all over the map on immigreation, but those with any relevant info all agree that Section 245(i) applies to Illegals.
Any idea what the word "may" refers to?
"May allow you to apply."
Do you know what the deciding factor is? And who decides?
I'm not baiting, I feel that word "may" be key to understanding the proposed process.
