The Assassins (al Qaeda being a revival of that moslem sect begun in response to the Crusades) think that fanatical dedication and ruthlessness trumps all. WWII era Japanese thought the same thing. But
the United States can't allow nuclear terrorism and continue as a polity worth living in.
And as that is not an option, the U.S.
will do something else.
