Byrd just want to make sure that he gets enough "BorderPatrol guard" jobs in West Virginia and that they get their fair share or more of border stations and fence. Why should California and Arizona get more Border Patrol than West Virginia? LOL. He probably wants the revamped INS headquartered in WV.
If things turn out like they usually do for West Virginia when Byrd goes to bat for them, they'll end up with sixty percent of the border guards in West Virginia!
I'd suggest the good people of Pennsylvannia, Ohio, Kentucky, and Maryland get their border papers together. :-)
