This is strictly conjecture, but I would reason the public officials are between a rock and a hard place. You have only 300 section 8 occupants out of 1000 and some odd units that are the cause of all the problems. What do they do with the working and rent paying members of the unit that are law abiding? I have no solutions and you are correct that there are public nuisance laws here.

Thanx for the reply! I agree with the problem the officials have. Here in Washington, there have been cases, in which entire apartment complexes are closed, though much of it due to landlord negligence , but there was a case of one complex closed because troublesome tenants. I agree about the fates of those tenants who are innocent and trying to live their lives in peace. Section 8 must be modified or abolished!
