Actually, the Dem primary turnout for governor was way up from last time. Click on your link, and read the chart more closely. Do I think that is particularly meaningful? Not really. The Dems had a lot of action going, and the GOP did not.

In 1998, Torie.....there was no one with any name running for the RATS...........The turnout was higher in 2002, but still the 2nd lowest for the RAT historically..
