Whatever the deal is with the Americans you met, their "ownership" (title, lease, whatever) isn't going to be the same as a Mexican's ownership. If they're smart, they didn't invest any money they weren't willing to walk away from.
Real estate reform in Mexico would lead to huge amounts of American investment and development. What we have now is a shadow of the potential.
And it's precisely because of the corruption that permeates Mexican culture that the right thing doesn't get done there. All they do is blame America for their problems, and look to us for handouts.
