I believe that was leftover from last years power sharing agreement between Lott and Daschle and only applied to USSC nominees. There has never been any agreement to allow all presidential nominees a floor vote.

Aren't the Democrats the ONLY ones to not let a nominee make it to the floor? Bork, Pickering..and someone else? They were the last to do it, back in '91 to one of Daddy Bush's. The Republicans never did it to Clintons, they sent Ronnie White to the floor, where he was voted down.

Bork, Pickering..and someone else?Many of Clinton's nominations were never voted on by the full Senate; several were never given a hearing by the Judiciary Committee. E.g. Helene White (blue slip), Kathleen McCree Lewis (blue slip), Christine Arguello (blue slip), Dolly Gee (no hearing), Frederic Woocher (received a hearing but no Committee vote), Bonnie Campbell (hearing but no Committee vote). Both sides play the game, unfortunately.
