This is typical government bureaucratic screwup BIG-TIME. The government has all the money it can spend and then some (like a whole lot judging the national debt size)....and I don't know of any fedgov workers who aren't paid well and have excellent perks...they can sure as hell buy a computer and software or hire software developers more easily than I can or most small businesses can....these incompetents can't survive in the real world out here! And you can't fire them--well, unless they threaten the President or something likee that....screwups are typically rewarded, transferred, or promoted.
It's seems very simple to do .. but what's that saying
Common Sense is not so common .. it seems to apply here
