Washington has been unable to discover Saddam's whereabouts. That is certainly what we want him to believe.
If we know where he is, we can (and should) kill him in a surprise strike. :)
The people of Iraq justifiably hate the man. If he died and his top commanders were hiding from bombs, the people of Iraq might do the rest of the job for us.

It's a good thing the intelligence community discovered this link right when it did. Bush has learned from his father not to fight Saddam too far ahead of an election. A late summer/early fall offensive after some spring/summer deployments should provide a big Republican boost in the November elections. Of course, why would you alert Saddam to an impending attack, when he has weapons of mass destruction, and knows that current US policy is to start unleashing nukes as a result? He's gonna die anyway; what is now to stop him from shooting a bunch of missiles at Isreal or Europe?
