The teachers unions try hard to kill standard testing here in MA. They fabricated all sorts of rationales as to why it should be abandoned even covertly encouraging the students to boycott the test. The inescapable fact, though, is that unless you have standardized testing the teachers aren't obliged to anything really. They hate being held accountable.
