This has been our deterrence policy since the 1960's that I know of. The Clintoon changed some of the strike back policies while he was destroying the intel and strike back capabilities of America. GW quietly informed the heads terrorist countries that we will strike back and maybe pre empt strikes last week. That cause some stink around terror land as their depends over flowed. They like to send young suicide bombers out but not put them selves in harm's way.

Why does it even suprise anyone that the military would plan contingencies for any possible action. I for one believe a thought out plan to do anything is better than going off half cocked. Secondly, where does this story come from?. The anti-nuclear crowd? Gee I'm sure they are always telling use the truth...not. What a bunch of balony!
