It just said countries 'top' on the list. That's not all of the list, of course. (Pakistan and India are probably on there somewhere just in case.) What people never mention is that you have contingency plans for all kinds of attacks, from just about anyone and anywhere. If you didn't have plans there wouldn't be too much time to churn some out if we suddenly needed to do so.

Exactly. We created a plan for invading Canada about 20 years ago and the same hysteria hit the newspapers. We have military planners who do their job which must surprise liberals because they don't seem to have real jobs. Our military planners create plans.
