Why not let private citizens own thermonuclear weapons? Just like in the beginning of WWII when the Navy needed private small yachts for near shore duties, when the government needed small weapons, they could nationalize mine( ours ) and reimburse us. This way private citizens would fund this program at no present expense to the government. Just a thought. Well it's 11 o'clock, time for my pills washed down with beer!:)

Why not let all countries have their own nukes. No need for a delivery system, they can simply house them in their embassies and counselates. I can't imagine a more effective deterrent for everyone concerned. I understand Switzerland was using this strategy not too long ago.
