Ronald Reagan also said a country without borders isn't a country.

He wasn't referring to erecting a wall, real or metaphorically, to keep those away who seek the American dream.

But he was drawing attention to the fact we had an illegal immigration problem in the country. Part of the 1986 amnesty included strong employer sanctions to discourage future hiring of illegal immigrants, along with an increase of 5000 border patrols. The democratic Congress never appropriated the money for the guards, and the last three presidents thumbed their noses at employer sanctions. They'd rather kiss up to them and stick it to the American taxpayer.
