All churches have problems with clergy from time to time. ROCOR is no different. ROCOR does remove clergy who fail to meet standards, however. Much of the criminal investigation in this case started because ROCOR reported the behavior to the police. Contrast this to other churches -- including other Orthodox churches.

Exactly right. The ROCOR has had some problems with clergy...as most churches have but the ROCOR doesn't coverr things up and sweep things under the rug. The Synod of Bishops of the ROCOR discipline and censure any wrong-doers and when neccesary, take legal action.
