The point of the article is that the EU, at present, is closer to the original founding fathers' idea of the USA than the present US federal system (including the "no standing army" part).

I don't know, what the original intent of the founding fathers had for the long term exsistence of the USA. But I doubt that it would have been like, what the EU now is. EU is not a very stable Union, it will either disintegrate(more likely) or evolve into something like the USA Gov.(less likely) of today. In todays world, there's just too much pressure for loose union to break apart, it will take something like the Civil War to forge a stronger, and a stable Union. So, the choice will have to be, either a stronger Ferderal Govt., or a looser Union of states always on the brink of breaking apart, in IMHO.
