small percentage of individuals who dishonor themselves, and not soldiers as a whole, I retract my argument.
Your original post was not specific as to how many you considered "so-called soldiers."
There's also a "command and control" issue here, as well as how some troops may have seen what others were doing and didn't try to stop it and didn't to report it.
