This does not look like a site presently under construction: no vehicles, no cranes, no stockpiles of materials. A photo covering a larger area would be helpful.
There are two reactor buildings at Bushehr, on the left is Unit I, which is in an advanced stage of completion, Unit II on the right has not been worked on for some time and is not currently scheduled to be completed.
