Apparently Al Qaida had trouble making up their mind as to whether they wanted to work *for* or *against* America.
I'm reminded of that classic scene in the Steve Martin movie "The Jerk" where the sniper kept missing Steve and hitting oil cans and soda machines, and Martin's character was puzzled why all this was happening to cans.
