The media outlets may have heard of the arrest over the police scanner IF they had someone listening 24 hours a day and IF the police said her name over the air--more likely, the arrest itself would have been broadcast, but the cops typed her name into the police computers to check for priors, etc. & that would not have shown up over a scanner.
Otherwise, it would have been left to the persons covering the police beat to pick up the overnight police reports at the police station and at the courthouse the next morning, and after someone realized who "Noelle Bush" was, they would've reported it. In our county, the names of the arrested persons are not released until after their initial appearance in court, but other counties and states may well have different procedures.
