Well THAT much is right! We DO need a guest worker program. But if the INS is useless now and costs somewhere north of $$$24 billion (after "looting!") and would be useless if a reward program was in place, why have it at all?

By "looting," I mean "ordered the money appropriated for the INS to be spent on functions that do not assist the INS in accomplishing its mission."

Congress makes ALL of the financial decisions, period, full stop, end of discussion.

Your problem is not with the INS. It's with the people who control the purse strings.
