I might be wrong, but jr.'s earlier E.O. can very simply be applied to this case as well. It didn't embarrass jr. to over-ride the release of Reagan's papers, even though Reagan had ordered it. He won't be embarrassed to lock this away for Slick's Sake, either.

Nearly half the 189 tapes, 71, were blank. I hate when that happens.

CYA is in place, whether it is the lowliest janitor, to the President and his minions. If they release info on previous administrations, they must then have their information available after leaving office. GW does not want people to know him by his deeds, but by his words in public. Just like the #s 42-41 etc.
