Realistically, I believe this effort/function to remain viable was the CIA's idea. A little research backwards from that CATO article can give support to that.

The Agency had to justify their $35 Billion/yr. intelligence budget. They sure helped us out, didn't they?

One thinks that Enron would realize the fallacy of relying upon economic intel from an agency that couldn't even predict Pakistan's nuclear tests...
