Another may assign a value to his property by the amount of utility he gains from it. By limiting another's property rights by dictating, for example, that he may not have cars on blocks, you have gained an increase your property value by taking away, by force, the property rights that gives another value to his property. A piece of property deviod of property rights so resticted by numerous rules of that type would be perfectly worthless to me.
