The "Mexico City Policy" that Bush is reinstating was introduced by President Ronald Reagan in 1984, when it was known as the "global gag rule," and rescinded by President Clinton in 1993.

It bans financial support for organizations if any of their funding, even if it does not come from the United States, is spent on abortion.

This means organizations that also provide other services, including family planning, education and health facilities, in poor countries will be affected by Bush's action.

The International Planned Parenthood Federation (IPPF) predicted programs to prevent unplanned pregnancies will suffer the most -- not abortion services that have been ineligible for U.S. funds for decades.

Let's see, the United States Education Department somehow misplaced about 30 billion dollars over the last 5 years. American citizens can't even (or won't even) keep track of what their government does with the money. Do you REALLY believe the funds transferred to global bureacracies even further shielded from scrutiny--what pathetic little there is--are accountable?

No, of course you don't. You couldn't. Nobody could be that fatuous. Could they?
