It's been proposed before. The problem is the king of Jordan does not want them. In fact the "west bank" was officially Jordanian territory under Israeli occupation. The previous king disclaimed the territory, turning "Palestinians" who were Jordanian citizens into stateless persons.
The name "Black September" commemorates a massacre of Palestinians by Jordan, not Israel.
