Tempe IS conservative compared to Berkley, but is hardly conservative. There's too many ASU professors, university staffies, mindless soccer moms and geezers voting now. The latest stupidity is a city referendum banning smoking in ALL "public places" (which includes privately owned restaurants, etc.) I'm not a smoker, but I'm also not a "kill all the smokers" fascist, either.
