I don't think the problem is that they don't want to to learn English, the problem is that they don't have to. In some cities (like Miami) one can get by without knowing a word of English. Do you propose sending the Cuban immigrants back to Cuba? Are you proposing that the wet foot-dry foot immigration policy for Cubans be revised to forcible repatriation back to Cuba?

No. I don't see how you got that from my post. I don't think that requiring immigrants to learn English after they get here is in any way suggesting that Cubans (or any other nationality) be forcibly sent "back where they came from." The Italians, Germans, Japanese, Mexicans, Chinese, Nigerians all used to learn English when they came here. All these peoples have become a contributing part of mainstream America. I don't see why we shouldn't expect the same from current immigrants.
