It would seem that Buchanan defines "the West" along racial and geographical lines. Japan would be a good test case -- if he includes "Japan" as a Western nation then he is not speaking primarily in terms of "racial and geographical lines".

Good point. It would certainly be interesting to see if Buchanan includes Japan in "the West." If so, he should value Japan's population growth just as much as the birthrates in US and Europe.
But I don't hold out much hope for Buchanan doing this, since the article eludes to Asia's population boom being a bad thing.
In my opinion, it would be better to just leave race and geography out of it. Why not focus on the principles of freedom and rights? If our goal should be simply to preserve western civilization, as Buchanan seems to propose, there would be no basis on which to exclude communism and socialism, or any other ills of the West.
