You are stating the obvious. The other obvious historical fact is that those who live by the sword also die by the sword.
Your "plan" will fail miserably because there is no vaccine that would protect your folks. Not to mention the fact that your plan is horribly immoral. I don't doubt that there are some who could manage to whip up some "patriots" into a frenzy to support such an idea. In fact I have seen alot of that at FR lately though not with this flair for detail and so articulately expressed. I congratulate you.
