Too bad it's winter. During the summer, they'd just have to cut-off their water and air-conditioning to quell the riot.
to#15 - I live not far....it was 22 degrees this morning, so I humbly suggest they do the usual thing - "Get naked, get outside, and get on your face" should be the bullhorn call.
Bonus to be had with this plan; when the inmates take a peek at each other's privates in 22 degree weather, the bragging rights will be stopped as well.
