She did not "blame" Bush. What she was decrying was the fact that Al-Arian is a DEMONSTRABLE terrorist supporter but instead of being treated like one, he is pulling one over on the Bush administration as they have invited him to functions, hired his son, and some other stupid choices.

No, she directly blames Bush's policy against the use of secret evidence (Bush even emphasized this position in one of the presidential debates last year) for the failure to arrest Moussaoui, the man indicted a few days ago for his role in the 9/11 attacks.
