Found the info:
Senator Phogbound:
Pot-bellied Jack S. Phogbound was satirist Al Capp's skewed archetype of a filibustering southern politician. Senator Phogbound was a corrupt, conspiratorial blowhard, who often wore a coonskin cap and carried a ramrod rifle to show his constituents he remained a trustworthy good ol' boy.
Phogbound seemed to spend a disproportionate amount of his time campaigning or passing through Dogpatch, which made sense from a plot standpoint, but where, it can be assumed, no one ever voted.
Sounds like our man, doesn't it?

Many years ago, our high school presented Lil Abner and I had a part as one of the wives. We had to go to Warshington to retrieve our husbands. The most enjoyable scene for me was in the laboratory wherein we got to repeatedly kick and punch our husbands because we wanted them back the way they were before they drank the top secret guvment elixor.
Although I against domestic violence, that was high drama. I also recall that the politician had a personal assistant whose scenes were all on or near the senator's desk. Kinda like x-42 who we all remember as a good actor, lousy president.

When Broadway does a revival of Lil Abner, I believe that x-42 could audition for and win the part of the Senator. And, much to Rosie O' Donnell's delight, I believe that x-42 would have a shot at a Tony award. lol

Yep, make Dogpatch into Foggy Bottom and there you have Mistah Jawn.
