The 27th Admendment says:

No Law, varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened.

Since this will not go into effect until FY 2003 there is no problem because it will take effect after the 2002 elections.

Thanks---I wasn't aware it only went into effect in '03. This makes the amendment relatively toothless, since by the time the next elections roll around, the voters will have forgotten about it---never seems to have been that big a campaign issue anyway
