It all has to do with the fact that they are SCARED TO DEATH of being labelled a "racist" by the left and the media. The one thing you have to understand about voter fraud is that democrats consider themselves ENTITLED to it. They consider it a form of affirmative action, a way to "equalize" everything they claim themselves to be perpetual victims of.
Because of that, anybody who opposes voter fraud gets accused of racism, or some similar term, by the group who has the most to lose if voter fraud gets stopped. In a PC driven world, accusations of racism are political suicide as long as they come from the left. Regardless of their lack of merits, they achieve automatic credibility and taint whoever gets targetted by them. I have no quams about going to a real bad neighborhood and poll watching, so I here by volunteer to do just that in the 2002 elections. I will not put up with having my one tool to influence government made void by fraud, if I have to take a beating an hour, and I doubt it will come to that, but someone somewhere has to get a handle on this.
