Nonsense. Every level of government from the INS to the various security agencies and divisions have been invaded by lawyers from the Clinton school and they set themselves up to be sued by the ever faithful trial lawyers association donors to Clinton.
That caused a reflex action on the part of the few remaining government employees who faithfully tried to do their jobs...but tried to avoid any perception of abuse.
Had there been some tough nosed guys from the old days who ate lawyers for a snack, the bastards that took down the towers and the pentagon would have been victims of tragic hunting accidents and auto rollovers...with or without Harvey's tires...
