"We've had quite a few crop duster dry runs. They happen quite often, but the planes nor their pilots are caught. The power they drop is always found to be nontoxic.....so far."

Farmers need their own anti-aircraft weapons. Any trespassing planes dropping any kind of substance should be shot at - as a warning at least. Wouldn't crop dusters be a relatively easy kind of aircraft to shoot down?

Gotta catch 'em. They hit and run. That's why they haven't been caught.
