They were part of the Clinton Administration. These terrorist have been working on this for years, and the administratiuon in charge during the planning time was Democrat.

If tests were done in every senator's offices Anthrax 'traces' would be found. The democrapers want to grow government and want to find it, so they call for the tests. The tests find miniscule amounts; amounts that cannot even make a person sick, but they want to make a big deal to get into the headlines.
