Yes there is a difference. Special Forces are Green Berets while special ops is a special operation, comprising of a variety of different type troops. Special Forces, SEALS, Rangers and Delta types and Air Force elite. SEALS I doubt were involved in this spec ops, since they are normally used for water type operations. However, SEALS are a part of Delta.
