If it were me, I would bring suit against the alleged "artist", the librarian, the library and ostensibly the City of Boulder for inflicting great emotional harm for subjecting Rowan to the sight of disembodied penii (plural of penis?). Under that circumstance, perhaps the legal authorities and the alleged "artist" may re-think the possibility of prosecution.
