I think we need to prove to these towel-heads that we are crazier than they are and that we will go to the limit. There are no longer any "civilians" in wars today. If your government starts a war or promotes state-sponsored terrorism, then you are a legitimate target. If your losses are more than you can tolerate then end the war by overthrowing your government.

No never. If we ever plan on winning this war it will be to pursuade other governments that are not pro Democracy or American to crack down on, kill, imprison and keep from reproducing people who are a threat to us. Pres. bush holds all of the cards when he says that all countries are a threat by the terrorists. People in power are egotistical. They want to stay in power. It is a addiction. If we go Nuclear we lose any authority that we have as being on the righteous side of this war.
