The most detailed account of Islamic Jihad's activities in the West is provided by Khaled Abu el-Dahab, a naturalised American, codenamed Adam. His confessions are detailed in a state security document from Egypt's defence ministry dated October 28, 1998. There are only two possibilities here. Either Egypt shared this with us in 1998, in which case our government did nothing and is complicit in the 9/11 attack; or Egypt did not share this info with us, in which case they were sanctioning the network and should be considered an enemy deserving of attack.

If the reports are true that the Clinton administration consented to Islamic Jihad's overthrowing Mubarak and his government (in return for a hefty payment,) the Egyptian government would have been quite right to withhold such information from the Clinton administration.
