No, he said no such thing. It's amazing how some folks can read something in plain English and translate it into Martian. You wanted him to say what you claim he did, and you approve of him, therefore in your mind he said exactly what you wanted him to say.

Don't know what speech you heard, but stlrocket has it right!

Of course, he didn't use those exact words. Diplomacy is required. However, these were VERY VERY strong words. He was indeed putting certain countries (let's see, Iran and Lebanon, just to name a couple)on notice that we absolutely mean business.

There's a difference between dissembling and speaking diplomatically. The President was dissembling. Those he fooled with the doubletalk are his supporters. The penniless beggars he was dignifying by making a speech to them are unimpressed. They know that their anti-American organization will continue to give cover to them and that the one nation, the US, which finances and preserves the organization will, as usual, do nothing.
