Pakistan—The Chief Patron-Promoter
of Islamic Militancy and Terrorism

In the early 1980s, one Sheikh Mubarak Ali Shah Gilani, in collaboration with the ISI, had started an organisation, Jamaat-ul-Fuqra. In 1992, he started a camp in Sudan imparting instruction in terrorist activities. A cadre of about 3,000 such trainees was created. Gilani now resides in Pakistan, but most Fuqra cells are now located in North America.
