If the practice is still in effect, then the current president should end it immediately or else he would be just as guilty as bubba. Something tells me that the Saudis will always get their way.
I agree with ending the practice now no matter "who" is running the INS. IMO, that agency was way overdue for a top to bottom housecleaning of career politicians anyway.
As for the Saudis, let's start drilling our oil and developing alternatives. It will be interesting to see who thinks they "have" the other then. Time will tell.
